The Advocates: Crossover Week at the State House

Last week was crossover week at the State House. Bills that did not pass the House or Senate by April 10 are effectively dead. Over 20 of the Chamber’s priorities met the crossover deadline, with one notable exception.

The SC Justice Act, a civil justice reform bill that, if passed, would have ensured that businesses are only responsible for paying damages equivalent to their share of fault was killed on the Senate floor. To get the bill passed we needed 26 votes to invoke cloture and avoid a filibuster. The cloture vote failed 20-23 and the bill was subsequently removed from the special-order slot.

Military

  • H. 4552 Military TIF- Passed both Chambers
  • H. 5105 Technical College Credit for Military Courses- Passed the House
  • H. 4365 Social Worker Interstate Compact- Passed the House
  • H. 4928 Veterans Trust Fund- Passed both Chambers
  • H. 4673 Beginner’s Permits- Passed the House
  • H. 5245 Charter School Enrollment Preference- Passed the House
  • S. 610 Professional Counseling Compact- Passed the Senate

  • H. 4710 Indexing Unemployment to Economic Conditions- Passed the House

  • H. 4087 Knowledge Based Incentives- Passed the House
  • S. 298 Forced Combination Standards- Passed both Chambers
  • H. 3810 Franchise Tax Bill- Passed the House
  • H. 3811 Industry Partnership Tax Credit- Passed both Chambers

  • S. 112 Fraudulent Check Expungement- Passed the Senate 
  • S. 305 Work Experience Credit for New Teachers- Passed the Senate
  • S. 124 Noncertified Teacher Pilot Program- Passed the Senate
